Problem to get the blink blue light

Hello,

I can't get my new ND-100S to fix the sat...

I would like to be sure that I understand well the basis...
Just to test the dongle, if I connect the ND-100S to a USB port, the blue light should blinks when the ND-100S catchs a good GPS signal.

This should be right even without installing or using any software or drivers?
Is that correct?

It is recommended to place the device where it has access to an open sky. Suggested areas would be near an open window and outside where there are no tall trees or buildings around.

If the device is able to acquire a good signal, the blue light should blink. On the other hand, the light would be steady on if it's unable to obtain a fix.
