To connect the EM-406A to an RS-232 device, you can possibly use the MAX232 (http://en.wikipedia.org/wiki/MAX232).

Does this mean, that the RX-Pin of the EM406A is 5V-TTL-tolerant?

The MAX232 is a 5V-Device. The MAX3232 is 3V!
