That's correct.

Also, this post from 2011, says that when cold starting the BU-353, one should see something like this:

$PSRFTXT,WAAS Enable*66

$PSRFTXT,CLK:  96250*25
$PSRFTXT,CHNL: 12*73
$PSRFTXT,Baud rate: 4800*65

When cold starting my BU-353-S4, I'm not getting any $PSRFTXT messages at all.

Did you mean you can't get Firmware Version when you cold start your BU-353-S4 version message like above ??
because i don't understand what you mean about "you are not getting any $PSRFTXT messages at all"

I don't get the firmware version or any other $PSRFTXT message. When I cold start it, there is one line of garbage I think and then there's regular NMEA 0183 messages.

maybe your device is old StarIV version,
that's why your device can't show Firmware version after cold start。

Please refer the link below for how to switch SiRF binary and NMEA
